林鄭政府引用緊急法《禁止蒙面規例》實施第二天，街上滿是蒙面人，高呼「蒙面無罪」。下午港島有大批人由銅鑼灣東角道遊行到中環遮打花園，參加者刻意戴上口罩挑戰新法例，遊行未受警方阻止。
下午2時起，人群開始在銅鑼灣東角道崇光百貨公司旁聚集，不斷叫喊口號，大部份人穿黑衣戴口罩。下午2:10起步，人潮佔用軒尼詩道西行線，往中環方向出發。
市民指林鄭政府管治失當、不聽民意，第一次「社區對談」後就禁蒙面，激起更大民憤。最不滿不許市民蒙面、警察卻可蒙面，縱容愈來愈嚴重的警暴，更憂政府再引緊急法，隨時斷網、宵禁、戒嚴。
有人拉起「我願榮光歸香港」大型直幡，各人除了高呼以往常叫的「五大訴求」外，還新增了「蒙面無罪、抗爭有理」、「香港人反抗」等口號。
遊行人潮撑傘，逼爆港島銅鑼灣及灣仔東西行所有行車線，無懼間中豪雨，向中環進發。
24名民主立法議員今天早上在高等法院上對禁令進行司法覆核，指責特首林鄭「篡奪立法會權力」。
大律師公會表示，引用《緊急法》以禁止口罩是違憲的。
Masked Hongkongers marched from Causeway Bay to Central on the second day after the government issued an anti-mask law by invoking the colonial era Emergency Regulations Ordinance.
The crowd first gathered outside SOGO department store in Causeway Bay at around 2 pm chanting “Hongkongers, resist!” “Mask wearing not guilty!”
The streets were full of citizens deliberately wearing masks to challenge the new legislation. Police did not intervene. At 2:10 pm, the crowd took up the westbound Hennessy Road and headed for Central.
People pointed out that Carrie Lam government mismanaged and did not heed public opinion. The mask ban after the first “community dialog” aroused greater public anger. They are most dissatisfied that the public cannot wear mask but the police can, condoning more and more serious police brutality, and worried that the government will invoke further emergency laws to stop Internet access, start curfew and martial law at any time.
A huge banner reading “Glory to Hong Kong” led the march. In addition to the usual chants like “5 demands, no one less”, new ones are “Mask wearing not guilty, protest is reasonable” and “HongKonger, resist”.
Despite occasional heavy rain, protesters occupied all east and west-bound lanes. Looks like another epic march of over 1 million people, flooding the streets of Causeway Bay, Wan Chai to Central on Hong Kong Island.
24 Hong Kong democrat legislators challenged the mask ban with judicial review in High Court this morning, accusing leader Carrie Lam of “usurping the legislature”.
The Bar Association said that invoking Emergency Law for the mask ban is unconstitutional.
